DIGILocker A Digital India Initiative


DIGILocker is a Digital India Initiative launched by Department of Electronics & Information Technology (DeitY) Ministry of Communications & IT, Government of India.

DIGILocker

By signing up for DigiLocker with Aadhaar Number every resident will get to securely store e-documents and Uniform Resource Identifier (URI) link of e-documents issued by various issuer departments, in in subsequent release of DIGILocker (DigitalLocker) the storage space allocation will be increased to 1GB. The e-Sign feature in DigiLocker system can be used to digitally sign e-documents.

Residents registered with DIGILocker (DigitalLocker) will be easily able to Share e-documents online with any registered requester department or agency.

To sign up, you need only enter your Aadhaar number, and an SMS is set out to the mobile phone number you registered at the enrolment camp. This one-time-password is the only way to get inside your DIGILocker for the first time, but afterwards, you can set your own password or link the DIGILocker to your Google or Facebook login.

After youve signed up, you can upload your government documents to the DigitalLocker - theres only 10MB of storage at present - but you can also save the Uniform Resource Identifiers (URIs) of government documents using DigitalLocker.

? Steps to sign in/sign up DigiLocker(Digirtal Locker) For Resident

  • To Sign Up, Please enter your Aadhaar number on the login field. A One Time Password (OTP) will be sent on your UIDAI registered mobile number. Enter the OTP in the field and an e-Know Your Customer (e-KYC) will be done with UIDAI.
  • Once e-KYC is successful, residents can view the URIs of e-Documents which have been uploaded into the Digital Locker by various issuers. Resident can also upload e-documents in their Digital Locker and eSign them.
  • Residents can share private documents with requesters by sharing a link to the e-Document to the email address of the requester.

? Steps to sign in/sign up DigiLocker(Digirtal Locker) For Issuer


  • An Issuer needs to register on Digital Locker System to get a unique Issuer ID.
  • Once an ID is assigned, Issuer can upload the documents in a standard XML format in the designated repository using repository service provider API.
  • Each document uploaded in the repository will have unique URI comprising of Issuer ID, Document Type and Document ID. The document URI will be pushed to the concerned resident’s Digital Locker based on his/her Aadhaar number.


? Steps to sign in/sign up DigiLocker(Digirtal Locker) For Requesters

  • A Requester needs to first register with an access gateway to onboard Digital Locker system.
  • A Requester can use document URIs to securely retrieve the documents from the repository through an access gateway

? Steps to sign in/sign up DigiLocker(Digirtal Locker) For e-sign Service
  • The e-sign service is in the pre-production phase and hence can be used for testing purpose only. The legal validity of e-Sign is not assured during the testing phase.

DigiLocker is a key initiative under Digital India, the Indian Government’s flagship program aimed at transforming India into a digitally empowered society and knowledge economy. DigiLocker ties into Digital India’s visions areas of providing citizens a shareable private space on a public cloud and making all documents / certificates available on this cloud.

DigiLocker, the National Digital Locker System launched by Govt. of India, can be accessed at https://digilocker[dot]gov[dot]in and https://digitallocker[dot]gov[dot]in


Targeted at the idea of paperless governance, DigiLocker is a platform for issuance and verification of documents & certificates in a digital way, thus eliminating the use of physical documents. Indian citizens who sign up for a DigiLocker account get a dedicated cloud storage space that is linked to their Aadhaar (UIDAI) number. Organizations that are registered with Digital Locker can push electronic copies of documents and certificates (e.g. driving license, Voter ID, School certificates) directly into citizens lockers. Citizens can also upload scanned copies of their legacy documents in their accounts. These legacy documents can be electronically signed using the eSign facility.


The platform has the following benefits:
  1. Citizens can access their digital documents anytime, anywhere and share it online. This is convenient and time saving.
  2. It reduces the administrative overhead of Government departments by minimizing the use of paper.
  3. Digital Locker makes it easier to validate the authenticity of documents as they are issued directly by the registered issuers.
  4. Self-uploaded documents can be digitally signed using the eSign facility (which is similar to the process of self-attestation).





The following are the key stakeholders in the DigiLocker system:
  • Issuer: Entity issuing e-documents to individuals in a standard format and making them electronically available e.g. CBSE, Registrar Office, Income Tax department, etc.
  • Requester: Entity requesting secure access to a particular e-document stored within a repository (e.g. University, Passport Office, Regional Transport Office, etc.)
  • Resident: An individual who uses the Digital Locker service based on Aadhaar number.
The main technology components of the DigiLocker system are:
  • Repository: Collection of e-documents that is exposed via standard APIs for secure, real-time access.
  • Access Gateway: Secure online mechanism for requesters to access e-documents from various repositories in real-time using URI (Uniform Resource Indicator).
  • DigiLocker Portal: Dedicated cloud based personal storage space, linked to each resident’s Aadhaar for storing e-documents, or URIs of e-documents.
Between your wallet and that locker in your house where you keep things safe (in theory; in practice you forget to put things in there safely, and then have a panic attack as you desperately search everywhere for your missing passport), how many government documents do you think you have? A quick check shows that there are several at hand - an Aadhaar card, a drivers license, voter ID, PAN card, all in the wallet, and a passport at home. Then theres old income tax returns, property tax receipts, and educational certificates from school and college, all kept "safely" archived for when theyre needed.
Thats a huge number of documents to keep and manage, and the government also seems to have taken notice. As part of Digital India week on Wednesday, Prime Minister Narendra Modi officially launched a digital locker service called DigitalLocker, though the service was soft-launched sometime back.
So what exactly is DIGILocker? Very simply, its a website where you can store your various government issued documents, using your Aadhaar card as your identification. While it hasnt been stated as such, to us, it also looks like a good way of bringing data from different government agencies together under the aegis of the Aadhaar card, potentially making the document more useful to people carrying it.

    What Is DIGILocker and How Does It Work




    Digital Locker is one of the key initiatives under the Digital India Programme - External website that opens in a new window. A beta version of the same has been already released by the Department of Electronics and Information Technology (DeitY), Govt. of India. Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies.
    With the help of this Portal, the sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

    ‘DIGILocker’ is the name given to a new digital locker service being initiated by the Narendra Modi government under its Digital India programme.
    Online lockers have been around for some years now, and can securely save a variety of digital files in a virtual space. The popular ones like DropBox and Evernote let you send and receive files as well. Extra storage and services are most often paid.

    Like other online lockers, DIGILocker too lets users store their documents in a secure online locker. The service, operated by the Department of Electronics & Information Technology (DeitY) of the Ministry of Communications & IT, has been running in beta for a couple of months, and will be launched formally by the Prime Minister on July 1.
    It will allow users to store all kinds of “government issued” documents, ranging from PAN cards to maybe utility bills and property documents, online.
    Indian citizens will be able to avail a maximum of 10MB storage space, using their Aadhaar numbers to sign up. Once the Aadhaar number has been entered, a one-time password (OTP) will be sent to your registered mobile phone to initiate the first log-in. After that, users would be able to set their own passwords, and line the account to Google and Facebook for easy access in future.

    The Android mobile app for DigiLocker was launched on Dec 28th, 2015 during the Good Governance Day celebrations. Currently at (approximate) 23000 installs and an average rating of 4.5, the app is increasing in usage and popularity with each passing day.
    The DigiLocker team is pleased to share that the Hindi version of this app is now available on the Google Android Playstore. After downloading the latest version from the appstore, you can set your mobile’s device language as Hindi. This will allow you to use the app in Hindi.
